Indonesian Democratic Party of Struggle (PDI-P) senior politician Pramono Anung says that his Great Indonesia Coalition (KIH) has ended a rift in the House of Representatives through a peace deal with the Red-and-White Coalition (KMP) that covers five main points of contention.

“We have signed the deal at 1 p.m. today,” he said on Monday, as quoted by Antara News Agency.

He said that both parties agreed to increase the total number of leadership posts in the House’s internal bodies, given the fact that President Joko “Jokowi” Widodo had set up new ministries in his Cabinet, such as the Coordinating Maritime Affairs Ministry. Pramono said the KIH would fill 21 of the leadership posts.

“We have also agreed to revise articles [in the Legislative Institutions Law or MD3], particularly articles 74 and 98 on the rights of the members,” he said, adding that they hoped to finish the changes by Dec. 5.

Pramono said the peace deal was signed by him and Olly Dondokambey, another lawmaker from the KIH, and two representatives from the KMP, National Mandate Party (PAN) chairman Hatta Rajasa and Golkar Party secretary-general Idrus Marham.

Simmering tensions between the rival coalitions in the House boiled over at the end of October, when each camp established its own internal House bodies and House leadership structure.

The KIH had previously demanded 16 leadership posts, but they were denied by the KMP.

Therefore, the KIH protested against the KMP by establishing a separate House leadership, with Pramono appointed as speaker and the National Awakening Party’s (PKB) Abdul Kadir Karding, the United Development Party’s (PPP) Syaifullah Tamliha, the NasDem Party’s Patrice Rio Capella and Hanura’s Dossy Iskandar Prasetyo serving as deputy speakers.

1. Bersepakat dan setuju untuk segera mengisi penuh anggota anggota fraksi pada 11 (sebelas) komisi, 4 (empat) badan, dan 1 (satu) Majelis Kehormatan Dewan/MKD sehingga secara kelembagaan Dewan Perwakilan Rakyat (DPR) dapat segera bekerja sesuai fungsi-fungsinya secara optimal.

2. Bersepakat dan setuju dalam rangka mengantisipasi beban kerja dan dinamika ke depan serta menyesuaikan dengan penambahan dan perubahan nomenklatur Kabinet Kerja pemerintahan Joko Widodo-Jusuf Kalla (2014-2019), maka perlu untuk melakukan penambahan jumlah pimpinan 1 (satu) wakil ketua pada 16 (enam belas) AKD (seperti yang dimaksud pada angka 2 di atas), melalui perubahan pasal yang terkait dengan komposisi pimpinan komisi, pimpinan badan, dan pimpinan MKD dalam Undang-Undang Nomor 17 Tahun 2014 tentang MD3 dan perubahan peraturan DPR RI Nomor 1 Tahun 2014 tentang Tata Tertib DPR RI.

3. Bersepakat untuk segera mengisi pimpinan alat kelengkapan Dewan yang masih tersedia (Banggar dan BURT), dan penambahan wakil ketua pada 3 (tiga) AKD yang ditentukan secara musyawarah mufakat serta menambah 1 (satu) wakil ketua pada setiap komisi, badan, dan MKD, sebagai konsekuensi dan perubahan UU tentang MD3 tanpa mengubah komposisi pimpinan yang sudah ada sebelumnya.

4. Bersepakat dan setuju melakukan perubahan terhadap ketentuan Pasal 74 ayat (3), ayat (4), ayat (5), dan ayat (6) serta Pasal 98 ayat (7), ayat (8), dan ayat (9) UU Nomor 17 Tahun 2014 tentang MPR, DPR, DPD, dan DPRD serta ketentuan Pasal 60 ayat (2), ayat (3), dan ayat (4) peraturan DPR RI Nomor 1 Tahun 2014 tentang Tata Tertib untuk dihapus karena pasal-pasal tersebut secara substansial sudah diatur pada Pasal 79, Pasal 194 sampai dengan Pasal 227 Undang-Undang MD3 Nomor 17 Tahun 2014.

5. Bersepakat dan setuju bahwa hal-hal teknis terkait dengan pelaksanaan kesepakatan ini dituangkan dalam kesepakatan pimpinan fraksi dari Koalisi Merah Putih dan pimpinan fraksi dari Koalisi Indonesia Hebat yang diketahui oleh pimpinan DPR RI, yang merupakan bagian yang tidak terpisahkan dari kesepakatan ini.
